You mean, "doesn't exist in the Microsoft C library"

The Microsoft C library provides the functions open/creat/dup/dup2/close/read/write
which are rather POSIX-like.

MinGW does provide a few POSIXish extensions in addition. Most importantly,
the dirent functions.
