If you redistribute GCC and/or binutils binaries you must also provide the sources
to these packages as per the GPL.

And no, you cannot just provide a link to somebody else's source package.

There should be a file called COPYING in the binary distro from mingw.  Read
that.  (If its not there that is a packaging bug)

The profiling code in libgmon.a contains modules whicj falll under the cygwin
license, so you will need to provide those sources as well.
