Whether or not you make any modifications is irrelevent.  The GPL says that
if you give someone a binary you must also give them (or offer to give them)
the complete source that is necessary to build that binary.  So even if you
just downloading gcc binaries from the mingw sourceforge page and then packaged
them unmodified as part of your software, you would still be obligated to provide
the source needed to build those binaries.

You don't have to include the source with the same download, but it has to be
available.  You cannot just say "go get it from the mingw site" because if for
some reason the mingw site closed or went away then you would be in violation
of the GPL.

If the only thing that you're including is headers and import libraries from
w32api then you might not have to do anything, since the w32api package is public
domain.  But most everything else is GPL.
